How to start a car workshop in India: the paperwork, in order.

Not the motivational version. The registrations a workshop actually needs, roughly in the order you will meet them, and which ones can wait.

Decide the business type first

Most workshops in India start as a sole proprietorship. It is the cheapest to open and the simplest to run: the business uses your own PAN, and there is no separate company to keep accounts for.

A partnership or an LLP makes sense when there are two owners and the split needs to be in writing. A private limited company makes sense when you expect to bring in investors, or want leases and loans in the company's name.

Decide this before anything else. Every registration below is issued to the business, and changing the business type later means doing most of them again.

The registrations, roughly in order

Udyam (MSME) registration

Free, online and based on your Aadhaar number. It is not compulsory, but banks, suppliers and some state schemes ask for it, and it is the easiest certificate you will ever get.

Shops and establishments registration

A state registration for premises where people work. Most states expect it soon after you open. The portal, the fee and the deadline depend on your state. Landlords and banks often ask for it.

Trade licence

From your municipal corporation, for running a business at that address. Some cities combine it with the shop registration, many do not. It is usually renewed every year.

GST

Compulsory once your yearly turnover crosses ₹20 lakh, or ₹10 lakh in the special category states. Many workshops register earlier, because company and fleet customers want a GST bill and because registering lets you claim back the GST on parts. Our note on GST for car workshops covers the working rules.

Pollution consent

The Central Pollution Control Board lists “automobile servicing, repairing and painting” in its Orange category. In practice that usually means a Consent to Establish from your State Pollution Control Board before you open, and a Consent to Operate after. Washing bays, used oil and paint booths are what the inspector looks at. This is the one owners most often find out about late.

Fire safety

Whether you need a fire NOC depends on your state, your building, and what you store and spray. A paint booth or stored thinners make it far more likely. Ask your local fire department before you build the booth, not after.

What waits until you have staff

Provident Fund applies once you employ 20 or more people, for employees earning up to ₹15,000 a month. ESI applies at 10 or more people in most states, for employees earning up to ₹21,000 a month. Professional tax is a state matter that your CA will set up once you run a payroll.

None of this needs doing on day one with two mechanics and a helper. All of it needs doing the month you cross the line. So keep an honest headcount from the start: attendance and salaries written down, not kept in your head.

The records nobody issues you

Two records will matter more to your workshop than any certificate above, and no office gives them to you.

The first is the job card: what came in, in what condition, what was agreed, what was done and what was paid. We wrote a field-by-field job card format you can print today.

The second is each car's history: the same car's job cards over the years. Owners who start these on day one, even on paper, have a business they can hand to a manager, grow, or sell. Owners who start at car three hundred spend a month typing up the past.

Limits, categories and fees change, and they differ by state. Treat the figures here as correct on the date below, and confirm them with your CA and the local office. The order rarely changes: business type, premises, tax, pollution, then people.
